Power, Governance, and the Future of Society
I spent February in San Francisco. Every billboard was selling AI. At the café where I was writing, a twenty-three-year-old at the next table was building something that didn't exist six months ago. Outside, a driverless Waymo moved through the intersection with a precision that felt almost unreal. Within four days, my scepticism had become trust. That shift — how fast something moves from science fiction to habit — is what this report is about.
Four scenarios for how AI could reshape political power, economic structure, and civic life by 2035. Based on a year of research and the scenario methodology developed at Shell. Not predictions, but structured explorations of how key uncertainties might unfold. Each is grounded in megatrends and brought to life through 4 characters across cities like Berlin, San Francisco, Amsterdam, and Barcelona.
